Neighbourhood Plan

Thanet District Council has now notified the Town Council that it considers that Westgate on Sea Town Council is authorised to act in preparing a Neighbourhood Plan; and that the proposed Neighbourhood Plan and accompanying documents comply with the rules of submission, and meet the definition of a Neighbourhood Development Plan and the scope of Neighbourhood Development Plan provisions.  Thanet District Council also considers that Westgate on Sea Town Council has met the correct procedures in relation to consultation and publicity.

Thanet District Council considers that the submission complies with the provision made by or under sections 61E (2) (Localism Act 2011) and 61J and 61L (Town and Country Planning Act 1990).

Westgate-on-Sea Neighbourhood Plan Consultation - Regulation 16 (The Neighbourhood Planning (General) Regulations 2012) will run from Thursday 15th September 2022 9am to Thursday 27th October 2022 5pm.  Thanet District Council are seeking views on the draft Neighbourhood Plan and proposals from residents and members of the public.  The six week consultation is carried out on the draft Plan before submitting it for independent examination.  All of the comments received will be passed to the Examiner (appointed by Thanet District Council but agreed with the Town Council) for their consideration in the Examination process.  The Westgate Neighbourhood Plan will become a planning policy document if it is successful at Examination and Referendum.

A paper copy of the plan and supporting documents are available at the Town Council office - 78 St Mildreds Road Monday to Thursday 10am until 12.30pm (excluding bank holidays).   Also Westgate Library, Minster Road 10am until 1pm and 2pm until 5pm Monday, Tuesday, Wednesday, Friday - also Saturday 9.30am to 1.30pm.  Comments can be submitted via the Thanet District Council consultation page, by email to [email protected] or by post - please mark your comments 'Westgate-on-Sea Neighbourhood Plan Consultation' and send them to the Strategic Planning Team, Thanet District Council, PO Box 9, Cecil Street, Margate CT9 1XZ.  If you have any questions and would like to contact the team, please email [email protected] or telephone 01843 577591.

Following the Westgate Neighbourhood Development Plan Regulation 14 Consultation as per the Neighbourhood Planning (General) Regulations 2012 the comments received during the consultation have been considered and the draft NDP reviewed.  The Schedule of Proposed Changes (Amendments) were shared at Full Council on 5th July 2022 and were agreed.  The have now been sent to Thanet District Council and the Town Council is awaiting confirmation of progress to the next stage of the process.

The Town Council is now progressing the Westgate Neighbourhood Plan to the Regulation 14 Consultation as per The Neighbourhood Planning (General) Regulations 2012 which we are launching on Friday 24th September 2021.  There will be an 8-week period for consultation until 5pm on 19th November 2021 and we are pleased to be working with Goldstone Town Planning and Breakthrough Communications who have provided a digital formal survey and virtual consultation events.  The Town Council will host two face to face consultation events, one at the Westgate on Sea Community Centre on Lymington Road on Sunday 26th September 2021 and the second at the Christ Church URC on Westgate Bay Avenue on Wednesday 29th September 2021.  Details of the consultation and survey including dates and times are available on our website as a New item, posted on our Facebook page and we will deliver a leaflet to households as well to mark the consultation launch.  There are printed copies of the survey available for residents who are not able to access the online version, these can be collected from our office at 78 St Mildreds Road or we can assist you at the office to complete online.

There are printed copies of the draft Westgate Neighbourhood Plan about the town and a few copies available at the Town Council office if anyone wants to visit to read the document.  We are open Monday to Thursday from 10am until 12.30pm.  If these times are not convenient please do contact us to arrange an appointment outside these hours.

Westgate-on-Sea Town Council has embarked on preparing a Neighbourhood Plan for the town.

A Neighbourhood Plan is a set of planning policies created from residents feedback on how they want to see their town or parish developed.  Once the Plan has been put together residents will be asked to vote as to whether they agree or not in a local referendum.  If the Plan is agreed then the Local Planning Authority, in this case Thanet District Council, will consider Westgate's Plan alongside the Local Plan when making planning decisions.

SURVEY

The Neighbourhood Plan Steering Group has collected the views of residents, businesses and visitors to the town through a survey.  The results of the survey have been analysed and fed into the process.

 

The Story So Far.......

There was a meeting on Wednesday 21st June 2019 in the Christ Church Hall. This meeting was a workshop to begin work on the different areas that need to be covered by the plan.  We are pleased that residents came along and took part in this workshop.
